TODO: padding field in header must be parsed, but it is often unused in MAU or deparser, is overlayed with other fields. For example, when a header field is deparsed in a digest, compiler will generate a new padding field in place of the original padding field in the digest field list.
As a result, the original padding field is not marked as 'deparsed', which causes error in slicing, because slicing requires all fields in the same slice must be either all 'deparsed' or all 'not-deparsed'. Mixing 'deparsed' and 'not-deparsed' field in a slice is not allowed.
This pass marks the padding as 'deparsed' whenever the actual field being padded is deparsed. In another words, the 'deparsed' property on a padding field is controlled by the padded field, not the padding itself.
